It's not really a driving mechanism, it isn't needed to drive and has no role to play in the driving. Plus how do you know it wasn't washed by hand? My mates first car was a broken 207, needed fixing every 2 mins, washed every day without fail.
I'm confused by the cleanliness of the car's exterior (especially windshield) given the apparent inability to purchase a new wiper system. Regular car wash: can do! Replace unsafe/unrepaired driving mechanisms: no wai!
