wrong, this has been done many times. The only mistake he did is he weakened it, so it collapsed... but otherwise a statue that way can very easily be supported by a few pillars.
Small scale will work but as the size of the statue increases so dose the load, but ice itself doesn't get any stronger!
If i was that guy id choose a more 'solid' design next time.
