He's right though, Bill. Read the rules of football on the FIFA website. If (for a penalty shoot out) the forward motion of the ball ceases then the ball is considered dead. In this case the ball stopped going forwards, then span and went forwards again, but the fact it stopped the first time means the ball is dead.

This is not an official goal. Once the ball is blocked by the goalie and
is moving in a direction away from the goal , the ball is considered to
dead.
