There is a possibility that he's trying to do one of three things; probably on the advice of the I.C. He could be protecting exposures or trying to cool the structural wall. This is fine and using the fence to support the back pressure of the hose is pretty smart. He could work comfortably for hours if need be. He could be trying to use the fire stream to draw smoke and heat up out of the house. Kind of a waste because the fire is obviously venting quite well on it's own. Or he might be trying to direct water into the structure from under the eaves. Not a bad plan but I would say never bring a 1 1/2 line in to do the job of a 2 1/2. Big fire, big water guys.

He is in the wrong place and he can't see nothing wearing BA and a misted face plate, The camera man should have swapped hose for camera as he is in the right place :) Mind you that's why you have senior fire-fighters and Officers to direct keep an eye on the new guys.

Venting is cutting holes in the roof or other exit points of heat in order to allow heat to escape from below; not spraying a direct stream of water into the air over the top of the house; you idiot. His aim should have been directed from 90 degrees to the right which would have directed the water stream into the fire site.
